Where have the Baltic states gone?

It’s the early 20th century. Sardonic civil servant Carruthers is finding it hard to endure the boredom of his life in London trapped in the Foreign Office (naturally, am half in love with the man already). So he’s more than happy to accept the invitation of an old college friend, Davies, to join him on a sailing holiday in the Baltic. There they discover a dastardly German plot to invade England . . .
